New federal rules on airline refunds require cash instead of vouchers

New federal regulations enacted by the Transportation Department mandate that airlines must provide cash refunds for various flight inconveniences, effective immediately. This move aims to ensure that passengers receive prompt compensation when faced with flight cancellations, significant delays, or unexpected changes to their itineraries. Transportation Secretary Pete Buttigieg underscored the importance of these refunds, emphasizing that travelers deserve timely reimbursement for disruptions such as maintenance issues or non-functional amenities like Wi-Fi.

Under the new rules, airlines are also required to provide upfront information regarding fees for services like baggage and flight changes. While many carriers have already eliminated change fees and disclosed fees on their websites, these regulations seek to enhance transparency further. Buttigieg believes that increased transparency, particularly with some airlines and websites, will enable travelers to make more informed decisions and potentially save millions of dollars annually.

The regulations formalize the requirement for passengers to receive refunds if their domestic flight is delayed by more than three hours or their international flight is delayed by more than six hours. Additionally, airlines must refund baggage fees for bags that arrive more than 12 hours late and refund fees for purchased services like Wi-Fi or upgraded seating if the airline fails to deliver.

The aim of these rules is to ensure that passengers receive their refunds "without headaches or haggling," Buttigieg stated. He cited examples of travelers who were forced to purchase additional tickets on different airlines due to flight disruptions and subsequently struggled to obtain refunds from their original airline. These regulations seek to prevent such scenarios and provide passengers with a smoother refund process.

Furthermore, the rules stipulate that refund fees must be automatic and prompt, with credit card refunds processed within seven days and other forms of payment within 20 days. This provision aims to alleviate frustrations associated with lengthy call center hold times or complex online claim forms.

The introduction of these regulations follows a surge in complaints in 2022 related to airline refunds during the COVID-19 pandemic. Many travelers reported difficulties obtaining cash refunds, with airlines often offering noncash flight credits instead. With these new regulations, passengers can expect a more streamlined and transparent refund process, enhancing the overall travel experience.
